arranges welcomes and stays abroad for foreign students on scholarship
from the French or foreign governments or international organizations.
They also organize international assemblies where public authorities collaborate
and financially organize for the European Union the accounts for transferring
communitarian aid to European programs : SOCRATES, LEONARDO and TEMPUS

The Agence Edufrance
promotes French offers of higher level education abroad. CNOUS and CROUS
welcome, manage and follow-up with foreign scholarship students by offering
them documentation, practical information on necessary formalities, on
student resources and university work services (housing, university food
services, health, culture, travel
).
The brochure "Je vais en France" (I am going to France) addresses
all students who envisage studying in France. The French
cultural services abroad will send you this document. It includes
information on "Scholarships of the French government" and "Scholarships
run by EGIDE".
Recognition of foreign diplomas in France
Legally, there is no equivalence between diplomas obtained abroad and
French diplomas from the national minister of education, research and
technology : the certificate lets your home-country diploma be recognized
in France. The Education Offices are in charge of recognizing these diplomas,
except in certain cases (regulated professions) where they will give you
the appropriate address. If you make a written request, send copies and
keep your original diplomas.
Formalities and information
To do your higher-level studies in France, foreigners without a French
baccalaureate must obtain a diploma which grants access to higher studies
in the country where they obtained a high school diploma. If necessary,
they must also provide a certificate of completion from the country in
which the diploma was obtained to enter the French university system.
These must justify your French language comprehension levels to enter
into the envisaged training program.
The admission procedures vary according to the establishment and the course
of studies.
Admission procedures take place directly at the establishment for:
- 2nd or 3rd cycles of university
- the preparatory class for the great schools
- sections of superior technicians (in the lycées)
- IUT's
- IUP's (in the universities)
- all other establishments of specific character and/or recruitment for
the path of competitive examinations, jury of admission or by qualification
On the other hand, a request
for pre-enrollment is required to enroll in the university 1st cycle.
The only students who may use this procedure are those foreign students
with the following qualifications :
- French bac (or a diploma exemption admitted by a national regulation)
- French-German bac
- European bac
- educated at the " Leonard da Vinci " lycée in Paris
- of German nationality (under certain conditions)
- having come to France to do their studies under an inter
-university agreement
- those on scholarship from the French government, international organizations
or from foreign governments whose scholarships are managed by an authorized
French organization (CNOUS, CIES)
- stateless persons or certified political refugees with an OFPRA card
- children of diplomats working in France
In these cases, the enrollment procedure is identical to that of a French
student.
Once your pre-enrollment is finished, and once you have received your
"student"
visa, you may proceed, in France, to the administrative and class
enrollment in your establishment. Be careful: the university does not
have the right to ask for your carte
de séjour as part of your enrollment application.
Admissions applications for first cycle university and French test examination
dates are available on the government
web site.
As part of the enrollment procedure, an examination evaluates your oral
and written comprehension of the French language and written expression.
Nationals of countries where French is the official language, holders
of the DALF (diplôme approfondi de langue française), German
students with the "allgemeine Hochschulreife " from bilingual
sections or who obtained an above-average in an upper-level French class
(Leistungskurs), bearers of the Franco-German baccalaureate and foreign
students from bilingual French classes on a list made by the ministers
of national education and foreign affairs are exempt from this examination.
The establishment where you wish to study is the one that must validate
your prior education. That is, it authorizes you to enter an educational
program with the goal of obtaining a national diploma or a diploma regulated
by the State ; to apply for candidature in a competitive entrance examination
; or to dispense parts of your diploma. NB: a diploma may be recognized
by one establishment and not another. The response to all applications
comes from the university president per request of a teaching commission
(whose decisions are based on the compatibility between the two diplomas
and the difficulties of the desired educational program ; the linguistic
level will equally be taken into account).
Documents to furnish :
In the admission application or, when this is not required, the enrollment
proposal, the student must provide :
- a birth certificate with a French translation
- certified diploma copies from the home country giving access to the
desired field of study (diploma - certificate - placement in a competitive
examination
) and their translation
- certified copies from the school director giving your two years' prior
grades if this is your first enrollment in a higher educational establishment

For enrollment in the first or second university cycle, the cost is established
nationally and applies to all, French or foreign. Students on French scholarships
do not pay these registration fees. University enrollment costs are around
20 to 300 Euros (800 to 2000 Francs) annually.
Private establishments costs run from 500 to 15,000 Euros (3,000 to 100,000
Francs) annually.
